About The Department

The main aim & objective of the Directorate for the Empowerment of Schedule Castes, Other Backward Classes, Minorities and Specially Abled is to provide social justice and to empower the most vulnerable section of society i.e. Scheduled Castes, Backward Classes, Minorities, person with disabilities and older persons. The main thrust of the programmes being run by the department is to improve the socio-economic conditions of these sections so as to bring them into the mainstream of the society.

The Ministry of Social Justice & Empowerment is the nodal Ministry to oversee the interests of the Scheduled Castes. Though the primary responsibility for promotion of interests of the Scheduled Castes rests with all the Central Ministries in the area of their operations and the State Governments, the Ministry complements their efforts by way of interventions in critical sectors through specifically tailored schemes. Efforts made by State Governments and Central Ministries for protecting and promoting the interests of Scheduled Castes are also monitored.

1 Indira Gandhi National Old Age Pension
  1. Applicant age must be 60 years or above.

2 Indira Gandhi National Widow Pension
  1. Applicant must be widow between 40-79 years of age.
  2. Latest BPL Certificate.
  3. Recommendation from the concerned Gram Panchayat.
  4. Copy of the Parivar Register
  5. Aadhaar Card.
  6. Bank Account.
3 Indira Gandhi National Handicapped Pension
  1. Applicant must be 80% or more handicapped.
  2. Latest BPL Certificate.
  3. Copy of the Parivar Register
  4. Aadhaar Card.
  5. Bank Account.
4 Old Age Pension
  1. Applicant age must be 60 years or above.
  2. Yearly household income of the applicant should not exceed Rs. 35,000/-.
  3. Recommendation from the concerned Gram Panchayat.
  4. Copy of the Parivar Register
  5. Aadhaar Card.
  6. Bank Account.

Or

  1. Applicant age must be 70 years or above.
  2. Certificate from the applicant that he/she is not receiving any other pension.
  3. Copy of the Parivar Register
  4. Aadhaar Card.
  5. Bank Account.

Income certificate and Gram Sabha recommendation is not required in this case.

5 Pension Scheme for Widow/Destitute/Single Women
  1. Applicant must be widow aged 18 years or above.
  2. Yearly household income of the applicant should not exceed Rs. 35,000/-.
  3. Recommendation from the concerned Gram Panchayat.
  4. Copy of the Parivar Register
  5. Aadhaar Card.
  6. Bank Account.

Or

  1. Applicant age must be 70 years or above.
  2. Certificate from the applicant that he/she is not receiving any other pension.
  3. Copy of the Parivar Register
  4. Aadhaar Card.
  5. Bank Account.
6 Disability Relief Allowance
  1. Applicant must be 40% or more disabled.
  2. Yearly household income of the applicant should not exceed Rs. 35,000/-.
  3. Recommendation from the concerned Gram Panchayat.
  4. Copy of the Parivar Register
  5. Aadhaar Card.
  6. Bank Account.

Note: Income Certificate and Gram Sabha Recommendation is not required for the persons with 70% or more disability or 40% or more mental disability.

7 Rehabilitation Allowance to Lepers
  1. Leprosy certificate.
  2. Applicant should not be serving in government/semi government sector.
  3. Recommendation from the concerned Gram Panchayat.
  4. Copy of the Parivar Register
  5. Aadhaar Card.
  6. Bank Account.

No age bar is application for this scheme.

8 Transgender Pension Scheme
  1. Certificate from Medical board.
  2. Applicant should not be serving in government/semi government sector.
  3. Copy of the Parivar Register
  4. Aadhaar Card.
  5. Bank Account.
  6. Certificate from the applicant that he/she is not receiving any other pension.
9 Inter-cast Marriage Scheme
  1. Bonafied Himachali Certificate of the couple.
  2. Cast Certificates of the couple.
  3. Age Certificates of the couple.
  4. Marriage Certificate.
  5. No Objection Certificate from the concerned district if any one of them belong to other district.
10 House Subsidy Scheme A subsidy of Rs. 1,30,000/- is given to the persons from Scheduled Cast, Other Backward Classes, Minority Community, Single Women or handicapped for construction of the house. For application, following documents are required:

  1. Bonafied Himachali Certificate of the couple.
  2. Scheduled Cast/Other Backward Classes/Minority Community/Single Women or Handicapped Certificate.
  3. Income Certificate.
  4. Revenue Papers (Record of Right – Parcha & Tatima)
  5. Recommendation from the concerned Gram Panchayat.
  6. Certificate from the applicant that he/she is not availed any such subsidy earlier.
  7. Latest Photographs of the present house.
